1. Preamble
The Chinese Student and Scholar Association (CSSA) at UW Madison is a non-political, non-profit organization.
2. Article
I. Goals
CSSA is a volunteer based association. The goal of the CSSA is to promote internal solidarity, to provide opportunities for mutual help and benefit, to exchange information among Chinese students and scholars in Madison, to promote cultural exchange between Chinese culture and other cultures.
II. Membership
CSSA is open to all UW Madison students and scholars who are willing to be members. CSSA may collect a certain amount of membership fee.
III. The Structure and Functions of the CSSA Committee
a) The CSSA working committee is the administrative body to manage the routine affairs of the CSSA.
b) The TWO (2) elected officers of CSSA shall be the President and Committee Chair. It is the elected officers' responsibility to set up the CSSA committee. They serve a one-year term unless impeached or removed. Only officially registered students or scholars at University of Wisconsin-Madison are eligible for candidacy. Annual election is open to all the members of CSSA and should be held on the first Saturday of June in each academic year unless proposing date-change announcements.
c) The CSSA committee shall be composed of President, Committee Chair, Treasurer(s) and at least THREE (3) other committee members in charge of public relation, finance, recreation, sports, newsletter and web site. The president and the committee chair can not be the identical individual. If there is only one (1) officer has been elected after election, it is the elected officer’s right to appoint the other un-elected position with approved by half (1/2) of new committee members. If none of the officer has been elected after election, it is the existing committees’ right to appoint the new president and/or committee chair for the coming academic year (including 2 semesters) with approved by half (1/2) of the existing committee members
d) The duties of the CSSA President are to represent CSSA of the University of Wisconsin-Madison to participate and preside at all CSSA foreign affairs.
e) The duties of the CSSA Committee Chair are to appoint committee chair persons and members in the formulation and execution of CSSA policies and programs.
f) The duties of the Treasurer are to keep a record of CSSA budgets and spending, and also to submit a Treasurer's report at committee meetings.
g) The CSSA committee is responsible for organizing social activities among the CSSA members, broadcasting news related to the CSSA to its members, managing and keeping balance of the CSSA budgets and representing the interest of the CSSA members.
h) CSSA committee members have no special privileges other than those of members. Their work for the CSSA is strictly voluntary.
i) Any removal or addition of officers after the election should be proposed by at least three committee members and approved by two-thirds (2/3) of committee members.
j) Committee meetings should be held at least once every three months. Committee members should attend at least two-thirds of the regular meetings.
IV Amendments
Amendments to these by-laws must be submitted to the committee in meetings and approved by two-thirds of the entire voting membership.
